ProElect: Call for grants for civil society and media capacity building in the Republic of Moldova

The regional project “ProElect – Promoting Accountability in Electoral Processes in the Eastern Partnership through Increased Participation and Capacity of Civic Actors” is implemented by the Transatlantic Foundation, in partnership with IREX Europe (ERIM), and funded by the European Union. The aim of the project is to support civil society actors in the Eastern Neighborhood to become actively involved and capable in monitoring electoral processes and promoting democratic accountability mechanisms.
About the call
The call is addressed to independent media actors and civil society organizations in the Republic of Moldova that focus on monitoring and observing electoral processes. Selected organizations will be awarded grants of up to €8,000 to develop their capacity over a period of 6 months (1 April – 30 September 2025).
The purpose of this call is to support organizations to facilitate free and credible elections, promote political participation and combat hate speech and disinformation.
Eligible activities
The grants offered can be used for:
- Training courses and technical assistance in areas such as governance, strategic planning, public relations, human resources management, digital security, etc.;
- Consulting and mentoring to develop or improve strategic documents, internal policies and organizational processes;
- Monitoring and evaluation of organizational development progress;
- Other activities identified through the Organizational Capacity Self Assessment (OCA).
ERIM will provide selected beneficiaries with a list of trainers and experts in organizational development, but organizations may also hire their own consultants with prior approval.
Eligibility criteria
To apply, organizations must meet the following criteria:
- Be registered under Moldovan law;
- Be active for at least 2 years;
- Have at least 2 full-time employees;
- The status and mission of the organization must be aligned with democratic principles and human rights;
- Have experience in monitoring electoral processes and disinformation.
Attention! Applications from political or religious organizations are not eligible.

Applications, together with the self-assessment form, can be sent in Romanian or English to proelect.eap@proton.me until January 20, 2025, 18:00. In the subject of the e-mail, include the text: “ProElect – Capacity development for Moldova”.
The necessary forms can be downloaded from the project website (LINK) or requested by e-mail. Applications translated with Google Translate are accepted.
For clarifications, questions can be sent until January 5, 2025 and answers will be provided at least 5 days before the deadline.
Information session
There will be an online Q&A session for those interested in learning more about the terms and conditions of the competition. Registration for the webinar can be done through a form available on the project website (LINK).
